Dead cat bounce: America’s economic recovery
America’s third-quarter GDP figure is due today, and it is expected to be a doozy. The economy probably grew by about 8% between the second three months of the year and the third, shattering all past records for quarterly growth. Unfortunately, the performance follows on the heels of an even more staggering 9% drop in output in the second quarter, the result of covid-19 placing economic activity into a deep freeze. Soaring third-quarter output reflects a resumption of some interrupted business. Nonetheless, it leaves America’s GDP more than 2% below its level a year ago. So while President Donald Trump might hope the bumper GDP figures will give his campaign a boost in the last days before the elections, Americans are still feeling the pain of economic weakness. And they are beginning to worry that a new surge in covid-19 cases could mean ground that has been recovered will soon be lost again.

Paintings by Henri Matisse, Joan Miró and Claude Monet, which once hung on the walls of the Brooklyn Museum, will be auctioned this evening by Sotheby’s in New York. The proceeds will contribute to the creation of a $40m endowment to pay for staffing costs and the care and conservation of the institution’s remaining collection. Museums, which often rely on ticket sales for income, have been dealt a heavy financial blow by the pandemic. In May a report by the Network of European Museum Organisations found that major museums were losing between €100,000 and €600,000 ($118,000–$710,000) in revenue per week. A study by UNESCO of 95,000 museums around the world found that a tenth were unlikely to reopen. The Brooklyn Museum may have given others ideas. This month the Baltimore Museum of Art announced that it would sell three paintings from its permanent collection to raise $65m.

America’s secretaries of state and defence, Mike Pompeo and Mark Esper, are in New Delhi today to meet their Indian counterparts for a second “2+2” meeting. The Americans come bearing gifts, mainly a geospatial information-sharing agreement. The Indians reciprocate with enthusiasm for a military alliance that scarcely dare speak its name. Unofficially, it is the Quad: America, Australia, India and Japan. Last week India invited Australia to join its annual Malabar naval exercise. Mr Pompeo met India’s foreign minister, S. Jaishankar, in Tokyo earlier this month. These four “Indo-Pacific” powers may sing from the same hymn sheet about liberal democracy, but what binds them is their common rival. India has not fretted this much about China since 1962, when it lost a war over a disputed bit of the Himalayas. This year Chinese troops have been nibbling back territory India held on to back then.
